GE Money refuses mortgages to payday loan borrowers

Mortgage lender GE Money says it will not lend to applicants who have taken out a payday loan during the previous three months, even if they have paid it back on time and without problem.

GE, a sub-prime lender which specialises in lending to people with tarnished credit records, will also reject those who have taken out two or more loans over the course of the previous year, but outside the previous three months.

In a statement, it said: As a responsible lender in a challenging market, we review a range of data to make prudent mortgage lending decisions. Payday loan data is one of many items included in this review, and if a mortgage applicant has a current, or had a recent, payday loan, it is unlikely that we will consider their mortgage application.

The lender started requesting information from credit reference agency Experian about whether applicants had borrowed payday loans in May in response to the steep rise in the number of such loans taken out. A spokesman for the company said it regarded the use of such loans as indicative of financial stress.

Payday lenders ? a term used for a wide range of short-term, high-cost lenders regardless of whether repayment of loans is linked to a borrowers payday ? have been accused of inappropriate lending to people on low incomes who are often only taking out payday loans because of financial distress.

They charge extremely high rates of interest ? Wonga, the highest profile short-term lender, charges 4,215% APR ? and allow borrowers to roll over loans from one month to the next, meaning the interest charges can eventually exceed the amount originally borrowed. Labour MP Stella Creasy has described payday lenders as legal loan sharks. The industry is under scrutiny by the Office of Fair Trading and faces a tightening of regulation.

Russell Hamblin-Boone, spokesman for the Finance and Leasing Association, which has Wonga as its only payday lender member, said the government had been clear that one of the changes it wanted was for payday lenders to share more data: the idea is that the more lenders know about applicants, the less inappropriate borrowing they would do.

But he added that GE Moneys stance could be counterproductive, particularly if it was adopted by mainstream mortgage lenders, by deterring payday lenders from sharing information about borrowers. Its stigmatisation of individuals on the basis that they have chosen an alternative to the high-street banks, he said.

Mainstream lenders, including the Nationwide, HSBC and the Halifax, denied they will reject potential mortgage borrowers on the grounds that they had taken out payday loans. An HSBC spokesmansaid: It doesnt make any difference to us. If youve got outstanding debt it will reduce the amount you can borrow, but that goes for any kind of borrowing. We dont make a special case of payday loans.

However, mortgage brokers posting underneath an article on the website Mortgage Strategy reported that they have had clients rejected by mainstream banks, including the Nationwide.

One posted: I obtained a successful decision in principle for a client with Nationwide and submitted a full application. But when the underwriter looked at the case he declined it, leaving both myself and the client very angry and frustrated!! The client had had a number of payday loans, but they had all been repaid within 21 days (or less) of taking them out.

Nationwide said payday loans may have been a contributing fact in rejecting the applicant, but it would not have been the only reason for refusing him a loan. If they had more than one, wed look at it manually, but as long as theyve had no problems we would still lend to them, a spokeswoman said.

John Lamidey of the Consumer Finance Association, which represents several payday lenders, said: It will frighten consumers because they will end up thinking that having a good repayment record will not help them.

British troops have to provide Olympics security after contractor fails

LONDON ? Now the British military is being asked to ?mind the gap? ? in security.

London?s Olympic organizers reeled Friday from the fallout of revelations that 3,500 British troops? some of them just back from tours in Afghanistan ? would need to step in and help guard venues for the upcoming Olympics. That?s because the security contractor, G4S, failed in its promise to deliver more than 10,000 security guards ? and didn?t let anyone know until the last moment.

With only two weeks to go before the games, the embarrassing development made organizers squirm. London games chair Sebastian Coe, who had sailed on a cascade of positive news so far, found himself trying to explain why the games? sole security provider and a sponsor had produced such a mess.

?It?s only when the rubber hits the road that you understand some of things that you need (to) address,? Coe told reporters Friday. ?When the rubber hit the road and we looked at some of the retention, some of the recruitment ? we made a very quick and very robust and prudent and judicious decision to act as we did.?

The problems started to emerge only a few weeks ago. G4S failed to provide enough security guards when the stadium and the aquatics center were ?locked down?? a process that involves putting in place the tightest security ahead of the games. The government started asking questions and as late as Wednesday, G4S was suggesting they could still deliver. By Thursday, Home Secretary Theresa May was facing lawmakers outraged about the debacle and the decision to send in more troops, bringing the total number of armed forces involved in the project to 17,000.

Security has been a critical concern for the Olympics ever since 11 Israeli athletes and coaches died in a terror attack at the 1972 Munich Games. British authorities have planned for a threat level for the London games of ?severe,? meaning an attack is ?highly likely.?

London itself has also been touched by terrorism, when four suicide bombers killed 52 commuters on July 7, 2005 ? the day after London was awarded the games. A huge international media presence makes the Olympics a prime target for any terror group intent on wreaking havoc on live events broadcast worldwide.

Some security analysts suggested the games might be better off by having servicemen and women around rather than guards whose training might be substandard.

While the guards issue centers on securing the venues, critics wondered whether the tone of overall securityfor the games will shift. National Olympic security coordinator, Chris Allison, wants it to be remembered as a blue games ? or dominated by police ? rather than a khaki games ? or something like the militarized look of Beijing.

?We still have many many more G4S people on this site at this very moment than the military,? Coe said while on a tour of the new water polo arena.

He suggested that athletes would be unconcerned about the changes.

?I?ve never seen athletes of any level, either from university sport or Olympic finalists, breaking off their warm-up routines to go and have their photographs taken with the military.?

It was not the first time the security mix needed to be changed for games costing the British taxpayer 9.3 billion pounds ($14.6 billion). The total cost of securing the venues climbed to over 553 million pounds ($862 million) ? not including money for the police or the new cost added by the soldiers.

Critics demanded that G4S face fines ? and even Prime Minister David Cameron said companies who don?t deliver on their contracts should be ?be pursued for that money.?

G4S, which has over 657,000 employees operating in more than 125 countries, chalked up the problems to issues vetting and recruiting staff. But comments from apparent applicants posted online painted a picture of broad-based mismanagement, disorganization and even squandered opportunities.

Potential guards took to the company?s Olympics Facebook page to plead for information about where their accreditation passes and uniforms were. Others wondered when they would get their shifts, why they had been approved and vetted but not received any more details on when to turn up and how they would be employed.

Applicant Jimmy Schofield, 32, said he had been bogged down in the hiring process since March.

?I feel like pulling my hair out,? he said. ?All l want to do is work. I turned down job offers because l was told l would be working at the Olympics.?

Some potential guards were angry and said they had been vetted and qualified but never received marching orders ? only to learn that the armed forces would be called in. Others had been vetted but still needed training.

As early as last year, Britain?s National Audit Office was warning that ?the need for additional manpower has also produced a significant recruitment challenge.?

?They over-extended themselves,? said Peter Fussey, author of ?Securing and Sustaining the Olympic City,? and an expert on security and the Olympics. ?This was very foreseeable.?

Coe told reporters the shortfall would not harm the reputation of the London Games.

?Good competitors never worry about what the crowd is doing,? said the former track star who owns twoOlympic gold medals. ?I?ve never ever heard, listened, seen people sitting in the stand when I was a competitor. That?s something that goes on out there. We just deliver regardless of who is there.?

Has Amelia Earhart's beauty case been found?

As the search for Amelia Earhart's plane probes the deep waters off Nikumaroro, a tiny desert island between Australia and Hawaii where the legendary aviator may have landed 75 years ago, new clues have surfaced in the artifacts unearthed on the coral atoll.

A variety of fragmented objects collected by archaeologists at a site on the uninhabited island may have originally been American beauty and skin care products, all dating to the 1930s, says a new summary of research by the International Group for Historic Aircraft Recovery (or TIGHAR), which will be published in October by the academic journal Pacific Studies.

TIGHAR researchers had already suggested that a small jar, found broken in five pieces, could have contained Dr.? C.H. Berry's F?reckle Ointment. Marketed in the early 20th century, the concoction promised to make freckles fade.

"It's well-documented Amelia had freckles and disliked having them," Joe Cerniglia, the TIGHAR researcher who spotted the freckle ointment as a possible match, told Discovery News.

Cerniglia also identified two other bottles as containers of skin products. One green bottle was possibly St. Joseph's Liniment, which had applications in first aid and as a mosquito repellent.

"This broken bottle was found partially melted in the remains of a cooking fire," Thomas King, TIGHAR's senior archaeologist and author of the summary article, told Discovery News.

"It may have been used in an effort to boil or distill drinking water ? there is no fresh surface water on Nikumaroro except what can be caught during sporadic rain squalls," King said.

Spectrographic analysis on another bottle revealed it likely contained Campana Italian Balm, a popular American hand lotion in the 1930s.

"Traces of a substance found in the Nikumaroro fragment matched well with residue from an intact 1934 Campana Italian Balm bottle," Cerniglia said.

Other beauty products included a shattered bottle with the word "Mennen" embossed on its side in Art Deco lettering, apparently a 1930s lotion or cosmetic container of American origin, and small fragments of red material chemically identified as probable cosmetic rouge.

"Earhart is known to have carried a compact which, if it was like others of the period, would have contained rouge," King said.

No beauty case is complete without a mirror, and indeed two small pieces of thin beveled glass that match the mirror of a known 1930s vintage American woman's compact were found at the site.

"I wish we knew more about Amelia's cosmetics. We know she had a compact, and a news account has recently surfaced of her powdering her nose before getting out of the plane in Australia," King said.

He added that archived news account included a very grainy photo of Earhart holding something rectangular about the size of a "book-shaped" compact capacious enough to hold the Nikumaroro mirror.

Intriguingly, King and colleagues may have found evidence for the compact itself in several pieces of thin ferrous metal.

"Chemical analysis on one of the metal pieces indicate the presence of carminic and alginic acids, often used in cosmetics," King said.

Overall, the abundance of cosmetics and beauty products on the desert island provides further circumstantial evidence for the presence of an American woman.

"U.S. Coast Guardsmen, island colonists, and British colonial officials are unlikely to have had such items," King said.

All the cosmetics artifacts, along with many other objects, were found in an area that TIGHAR calls the Seven Site, in the island's remote southeast end.

There, a partial human skeleton was found in 1940 by the island's British administrator. Unfortunately, the bones have been lost.

TIGHAR researchers are currently investigating the reef slope off the west end of Nikumaroro in the attempt to find pieces of Earhart's Lockheed Electra aircraft.

"The objective of the expedition is to locate, identify and photograph any and all surviving aircraft wreckage," Ric Gillespie, TIGHAR's executive director, said.

The expedition and its findings will be captured by a film crew from Discovery Channel and aired as a documentary in August. Discovery News is following the deep water search with daily updates from Nikumaroro.

HANOI, Vietnam (AP) ? Tran Minh Giang has spent more than a third of his young life in a Vietnamese hospital, and it could be many months more before he can go home. All for a disease that in Asia is as common as chicken pox, and usually about as severe.

The 20-month-old boy was sickened by a particularly menacing form of hand, foot and mouth disease that has killed hundreds of young children across the region. They sometimes suffer high fever, brain swelling, paralysis and respiratory shutdown, even though they may have been infected by people with few or no symptoms.

When the strain hit Cambodia recently, doctors there had no idea what it was, and even now experts don't fully understand why it can be so devastating. Seven months after becoming sick, Giang still breathes using a ventilator connected to a hole in his tiny throat.

"It may take time, maybe years, before he can recover. When he sleeps, his lungs don't work," his father, Tran Nam Trung, said Thursday while fanning the toddler. "When he first got a high fever, I didn't think that he would be in a situation like this."

The enterovirus 71 strain, or EV-71, raised fears earlier this week when it was detected in some lab samples taken after 52 of 59 Cambodian children died suddenly from a mystery illness that sparked international alarm. The World Health Organization said via Twitter on Thursday that its investigation has found most cases were caused by the disease.

An expert at the U.N. health agency earlier said it's the first time EV-71 had been identified in the country, but it's a well-known pathogen elsewhere in Asia. In the first half of this year alone, 356 people in China and 33 in Vietnam have died from it.

The scale of the disease was clear last week on the crowded ground floor of a hospital in China's hard-hit central Hunan province. Dozens of crying children were packed into two small rooms, sitting or lying on chairs with IV drips hooked to them. Hunan reported 33 hand, foot and mouth disease deaths in May, a quarter of the country's total that month.

The disease has exploded across the region since 1997, when the first major outbreak was reported in Malaysia. Since then, Japan, South Korea, Singapore, Mongolia, Taiwan and Australia have all wrangled with it.

EV-71 is one of a group of viruses that cause the disease, but it has become a more dominant strain over the past decade in Asia. Still, only a small percentage of children infected experience severe symptoms, and experts aren't exactly sure why. There is no vaccine or specific treatment to cure it, but severe cases are given supportive care and blood proteins are also sometimes administered intraveneously.

"There's a buildup of that susceptible population, like many viruses, and this happens to be the children who have not been exposed to different types of enteroviruses before," said Dr. Zarifah Hussain Reed, co-author of a WHO report on hand, foot and mouth disease and medical director at a Malaysia-based biotech company researching a vaccine for it. "Then this buildup somehow explodes in a way that suddenly you get severe cases of EV-71."

She said it's unclear why it remains largely confined to certain parts of Asia ? India and Indonesia, for instance, have not reported large outbreaks ? and it's not understood if EV-71 is more infectious or perhaps just better at invading the neurological system than other strains.

The disease is in the same family as polio and gets its name from the telltale symptoms it causes, including rash, mouth sores and blisters covering the hands and feet. It mainly affects children younger than 5, and is difficult to control because it spreads easily through sneezing, coughing and contact with fluid from sores or infected feces.

In daycare centers and schools, it's nearly impossible to keep little blistered hands from coming into contact with other children and everything they touch. Another problem is that many infected kids never get sick, but they can still transmit the virus to others. Frequent hand-washing and disinfection of toys and surfaces are advised, and sometimes schools are forced to close to help halt the spread.

The first EV-71 infection with neurological symptoms was reported in California in 1969. Outbreaks have since occurred periodically in the U.S. and Europe, but the disease has been a stubborn menace in Asia, typically occurring in cycles. Some experts have warned that if the virus isn't controlled, it can jump borders and threaten other regions as well. In fact, some wonder if the recent Cambodia cases could have spread from Vietnam, where about 63,000 cases have been reported so far this year.

Dr. Pham Nhat An, vice director of the National Hospital of Pediatrics in Hanoi, says he has dealt with the disease for three decades. But it didn't start killing until two years ago, when the number of hospitalized cases started to spike.

"It's worrying," he said in his office. "We need to think about a vaccine. It will help, especially for the EV-71."

In a unit on the other side of the building, the dedicated father, Trung, sits on the edge of a bed fanning little Giang, who probably caught the disease from a mildly ill cousin who was staying with them at the time.

Giang was just 13 months old when he began burning hot with fever. He didn't seem overly sick and continued to play, so his parents believed it was a bug that would quickly pass. By morning, the baby was purple and convulsing. His lungs were shutting down.

Now the chubby boy can sit, and he occasionally musters a quick smile. But he remains lethargic, with tubes running out of his nose and throat. Trung had to quit his job to help his wife care for the child 24 hours a day in the hospital, which is common in many parts of Asia where nursing staff is thin.

"This is a very serious disease, and it can result in very serious health consequences," Trung said. "People need to be very cautious and they need to strengthen surveillance to try to prevent the disease."

Study: Sept. 11 most memorable TV moment

NEW YORK (AP) ? The Sept. 11, 2001 terrorist attack is by far the most memorable moment shared by television viewers during the past 50 years, a study released on Wednesday concluded.

The only thing that came close was President John F. Kennedy's assassination and its aftermath in 1963, but that was only for the people aged 55 and over who experienced those events as they happened instead of replayed as an historical artifact.

Sony Electronics and the Nielsen television research company collaborated on the survey. They ranked TV moments for their impact not just by asking people if they remembered watching them, but if they recalled where they watched it, who they were with and whether they talked to other people about what they had seen.

By that measure, the Sept. 11 tragedy was nearly twice as impactful as the second-ranked moment, which was the coverage of Hurricane Katrina in 2005. Minutes after the first airplane struck New York's World Trade Center on a late summer morning, television networks began covering the events continuously and stayed with them for days.

The other biggest TV events, in order, were the 1995 verdict in O.J. Simpson's murder trial, the Challenger space shuttle explosion in 1986 and the death of Osama bin Laden last year, the survey found.

Sony was interested in the study for clues on consumer interests and behaviors and found "that television is really the grandmother of all the social devices," said Brian Siegel, vice president of television business for the company.

Going into the study, Siegel said he had anticipated that entertainment events like the final episode of "M-A-S-H" (ranked No. 42), the Beatles' appearance on "The Ed Sullivan Show" (No. 43) and the "Who shot J.R.?" episode of "Dallas" (No. 44) would rank higher. Instead, television coverage of news events made the biggest difference in viewers' lives.

The Super Bowl is annually the most-watched TV event, with this year's game between the N.Y. Giants and New England Patriots setting an all-time record with 111 million viewers. The memories don't seem to linger, however: the top-ranked Super Bowl Sunday event in Sony's study came in 2004 and had nothing to do with football. It was Janet Jackson's wardrobe malfunction (No. 26).

Men and women agreed on the three most impactful television events ? Sept. 11, Katrina and Simpson. After that, some of the interests diverged.

For example, women ranked the 1997 funeral of Princess Diana as the fourth most memorable event, while men put that at No. 23. Women ranked last year's death of Whitney Houston at No. 5, with men judging it No. 21.

Similarly, the 2003 bombing of Baghdad at the start of the Iraq War was seen as the No. 14 most impactful moment by men, and No. 37 among women. Men were also far more struck by boxer Mike Tyson biting off a piece of Evander Holyfield's ear.

The passage of time has also diluted some moments once thought as unforgettable, simply because succeeding generations have no personal memory of them. Man's first moon landing in 1969 ranked No. 21.

Age also made a big difference in the survey. JFK's assassination was the second-most impactful TV event among people 55 and over, while for those between 18 and 34, it was the death of Osama bin Laden.

Young people also ranked Barack Obama's Election Night speech in 2008 at No. 3, while that didn't move older viewers quite as much (No. 24).

Simply because of their age, events like the JFK assassination, President Nixon's resignation and the moon landing didn't register at all among viewers 18 to 34. The oldest event to appear in their rankings was the 1980 shooting of John Lennon.

The study was based on an online questionnaire of 1,077 adults selected as a scientific sample from among Nielsen's panel of people measured for television ratings. It was conducted between Feb. 15-17 this year.

The study could be a good baseline for future looks at how television impacts viewers, said Paul Lindstrom, senior vice president for custom research at Nielsen.

"I'd like to see these done on a periodic basis going forward," he said.

'Social Network' team to produce 'Fifty Shades'

(AP) ? The producers of "The Social Network" are producing the film adaption of the best-selling erotic trilogy "Fifty Shades of Grey."

Universal Pictures and Focus Features said in a joint statement Monday that Michael De Luca and Dana Brunetti will reteam for the adaptation of the best-selling novels by E. L. James.

The multimillion-selling books tell the story of an unworldly college student engaging in an unusual romantic relationship with a wealthy young businessman.

They have been called "mommy porn" for their sexual content and large female following.

Weaver: 'Ask a mom' to get things accomplished

She's fought aliens in the "Alien" saga and she nearly became one in "Avatar," but in her first TV series role, Sigourney Weaver is playing someone really foreign to her repertoire: A regular person. Who just so happens to be a former first lady, a onetime presidential candidate and current U.S. secretary of state.

"Usually I'm playing people who I have to say in a nice way are quite eccentric or they've been put on the periphery for some reason," she told TODAY's Savannah Guthrie on Tuesday, explaining her role on USA's "Political Animals." "This is the first character I think I've ever played that's so in the mainstream."

Weaver's known for playing strong women, and she said women simply are strong. "I've always felt if you really want to get anything done, you ask a mother to do it," she said. "That's the kind of energy I feel Washington (D.C.) needs."

As for the current strong lady she's playing -- Elaine, who is the matriarch of a political family that wants to reclaim its place in the White House -- Weaver says that yes, the character?was inspired by real life.

"Certainly, we are inspired by Mrs. (Hillary) Clinton, who is a remarkable woman ... but it's also inspired by these different families who have been in the White House who want to get back in. There's an idea that in spite of how brilliant and talented these people are, being in the White House, kind of you pay a price for that.... It is a tribute to politicians like Mrs. Clinton, but it's both sides."

"Political Animals" premieres Sunday, July 15 at 10 p.m. on USA.

(AP) ? Facing sagging jobs numbers, President Barack Obama sought to recast the November election as a fight over tax fairness on Monday, urging tax cut extensions for all families earning less than $250,000 but denying them to households making more than that.

The president's pitch was aimed at painting Republican rival Mitt Romney as a protector of the rich at a time of economic unease, as Democrats intensify efforts to raise questions about the Romney's own wealth and offshore bank accounts.

Romney supports extending the federal tax cuts, first signed by George W. Bush, for all income earners.

Obama said if Congress passes a one-year extension for those making less than $250,000, voters can use the November election to decide the fate of the cuts for higher income earners.

"My opponent will fight to keep them in place. I will fight to end them," said Obama, flanked by a dozen people the White House said would benefit from the tax cut extension.

The president has long supported ending the Bush-era tax cuts for those making more than $250,000. The White House and the president's re-election team are reviving his arguments now as a way to suggest that the push by Romney and congressional Republicans for an across-the-board extension of the tax cuts could put America's middle class at risk.

"Let's not hold the vast majority of Americans and our economy hostage while we debate the merits of another tax cut for the wealthy," Obama said at the White House.

The president's sudden focus on the tax fairness debate was also an attempt to change the election subject after yet another lackluster jobs report. New numbers released Friday showed the nation's unemployment rate stuck at 8.2 percent, giving Romney fresh grounds to attack Obama as unfit to steer the U.S. economy.

Romney campaign spokeswoman Andrea Saul said the president was responding to the bad economic news by calling for a "massive tax increase."

"It just proves again that the president doesn't have a clue how to get America working again and help the middle class," Saul said.

Obama said his proposal was aimed at staving off an end-of-the year stalemate with Congress. But it appeared to have the opposite effect.

Congressional Republicans immediately balked, saying it would be a mistake to raise taxes on anyone while the economy was still struggling to recover. The House GOP plans to make its own push this summer for a full extension of the tax cuts.

Obama said later Monday that he would veto such a bill if it landed on his desk.

Ahead of Obama's remarks on Monday, White House officials consulted with congressional Democrats to shore up support within the party. House Minority Leader Nancy Pelosi, D-Calif., and Sen. Charles Schumer, D-N.Y., a member of his party's Senate leadership, had both previously advocated extending the cuts to those who make up to $1 million annually, but on Monday they stood in solidarity with the president.

Obama angered many fellow Democrats in 2010 when he signed off on a full extension of the Bush tax cuts, in part to win concessions from Republicans on other legislation.

Extending the tax cuts only for households making below $250,000 would save the government about $800 billion over 10 years compared with extending them for everyone. The full cuts cost the government about $4.5 trillion over a decade.

Economists worry that across-the-board tax increases, along with automatic spending cuts also scheduled to take hold at year's end, could be a blow to the shaky U.S. economy.

About 2.5 million U.S. households had incomes of $250,000 annually or more, according to the 2010 U.S. Census. The median household income in 2010 was $49,445.

Romney, whose personal wealth could exceed $250 million, would be among the nation's richest presidents if elected, and the Obama campaign has sought to portray him as disconnected from middle class voters.

Democrats ramped up their calls over the weekend for Romney to release more of his tax returns, which would outline the investments he has lived off of for more than a decade.

"I think what's important if you're running for president is that the American people know who you are, what you've done and that you're an open book," Obama said Monday in an interview with New Hampshire television station WMUR. "And that's been true of every presidential candidate dating back to Mr. Romney's father."

Romney has so far refused to release more than two years of tax returns, breaking from a precedent set by his father, former Michigan Gov. George Romney, who released 12 years of returns when he sought the presidency a generation ago. An Associated Press report recently raised questions about a previously undisclosed Bermuda-based company included in Romney's portfolio until the day before he became Massachusetts governor.

Romney's campaign dismisses the Obama campaign's tactics as an attack on success. And Romney hasn't shown any indications of trying to deny his wealth. He spent Sunday in the Hamptons, the wealthy enclave on Long Island, holding three fundraisers at wealthy donors' homes as protesters stood outside. At the day's third event, at the Southampton estate of billionaire industrialist David Koch, donors were asked to give $50,000 per person or $75,000 per couple.

On Monday, Romney raised money in Aspen, Colo., the resort town where Michelle Obama has vacationed. And he spent the previous week jet skiing and boating on Lake Winnipesaukee in New Hampshire, where he has a lakeside estate worth millions.

While hardly in Romney's league, Obama also is well-off and acknowledges it. At one point Monday, he said that "it's time to let the tax cuts for the wealthiest Americans, folks like myself, to expire.

The president, too, was mingling with the wealthy on Monday. Hours after calling for increased taxes on higher income earners, he attended two campaign fundraisers in Washington that cost donors $40,000 per person.

The Romney campaign announced Monday that, in conjunction with the Republican National Committee, it raised $106 million in June. The Obama campaign and the Democratic National Committee raised $71 million.

Rome this winter will lose all nonstop air service operated by U.S. carriers from the New York area, as American, Delta and United cut seasonal service, according to a research note from Deutsche Bank airline analyst Michael Linenberg. Italian flag carrier Alitalia, which codeshares with SkyTeam partner Delta, will maintain nonstop service between the two cities, but "even the Italian airline's capacity for the last three months of 2012 is expected to be down 9 percent from a year ago," according to Linenberg. He added that "American, Delta and United have all indicated that their metal will be serving the market by spring 2013."

Medicaid official rules against Ind. abortion law

(AP) ? Indiana's decision to deny Planned Parenthood Medicaid funds because it performs abortions denies women the freedom to choose their health care providers, a federal hearing officer said.

The state had asked the Centers for Medicare and Medicaid Services in Chicago to reconsider its June 2011 ruling that found changes in Indiana's Medicaid plan unacceptable. But a hearing officer recommended in documents released Friday that a CMS administrator uphold the agency's initial decision.

The changes to Indiana's plan resulted from a 2011 law that would have made the state the first to deny the organization Medicaid funds for general health services, including cancer screenings. The law has been on hold while the dispute works its way through the courts.

The Indiana attorney general's office, which already is appealing a federal judge's order blocking the law, said it may also contest the panel's recommendation. The state had argued that the dispute should be decided administratively by the CMS, not in court.

"Because this is a recommendation, the Attorney General's Office has a chance to file an exception to it before the CMS administrator makes a final decision," the agency said in a statement.

Planned Parenthood of Indiana said it was gratified by the decision.

"Through its appeal, the State was continuing its attack on women's rights and attempting to restrict access to basic, lifesaving services such as Pap tests, breast exams, STD testing and treatment, and birth control," Betty Cockrum, chief executive officer of Planned Parenthood of Indiana, said in a statement.

While Planned Parenthood officials had feared they might have to close some of the organization's 28 clinics in Indiana or suspend some services because of a loss of Medicaid funds, that has not happened so far. Cockrum has said about 9,300 women rely on Planned Parenthood for their health care.

Indiana had argued that Medicaid funds intended to help groups like Planned Parenthood provide general health care would indirectly subsidize abortions. The Hyde Amendment, a 1976 provision named after the late Rep. Henry Hyde, R-Ill., bans all federal funds for abortion except in cases of rape, incest or when the life of the mother is at risk.

The state also said Planned Parenthood could continue to receive Medicaid funding if it established separate fiscal entities for abortion and other health care. But CMS said such an option was premature.

Hearing officer Benjamin Cohen wrote that the Indiana law violated the federal requirement that individuals must have the freedom to obtain care from any qualified provider. Restricting that choice just because a care provider also offers non-covered care isn't allowed, he wrote.

Indiana asked the 7th U.S. Circuit Court of Appeals in Chicago last August to lift U.S. District Judge Tanya Walton Pratt's June 24, 2011, preliminary injunction blocking parts of the abortion law. The court has not yet ruled.

Another federal appeals court ruled in May that Texas cannot ban Planned Parenthood from receiving state funds, at least until a lower court has a chance to hear formal arguments. A three-judge panel of the Fifth Circuit Court of Appeals agreed with a lower court that there's sufficient evidence the state's law preventing Planned Parenthood from participating in the Women's Health Program is unconstitutional.
