Egypt court ends virginity tests on female detainees (Reuters)

CAIRO (Reuters) ? An Egyptian court ordered on Tuesday that forced virginity tests be stopped on female detainees in military prisons.

The case was filed by Samira Ibrahim, a woman who said the army forced her to undergo a virginity test in March after she was arrested during a protest in Cairo's Tahrir Square.

Human rights organizations say that there have been many other such tests by the military.

"The court orders that the execution of the procedure of virginity tests on girls inside military prisons be stopped," said judge Aly Fekry, head of Cairo Administrative court. Hundreds of activists inside the courtroom cheered after the ruling was read out.

HP Omni 120-1024


Browsing through the all-in-one desktops at any computer retailer, it's easy to be wowed by entertainment options and touch-friendly features, but forget about finding a fully decked-out system for less than $800. The HP Omni 120-1024 ($529.99 list) may not have all the bells and whistles of more expensive systems, but if you want a compact and attractive all-in-one for browsing the Web or light office work, it's a decent system at a price that's hard to beat.

Design and Features
Instead of the pedestal design used on previous iterations, the HP Omni utilizes an easel-back design. The screen and chassis are supported by a single bar and a hinged leg in the back, resulting in both sturdiness and some tilt adjustability. The screen bezel and chassis are covered in burnished black plastic, but the supporting bar below is a stately silvery color. The speakers along the bottom edge of the screen provided good stereo output when I played the new Avengers and Mission: Impossible trailers, though I found the sound a little thin when I listened to some Jimi Hendrix songs with the volume turned all the way up. There's also little to no bass to speak of.

The 20-inch widescreen display has a resolution of 1,600 by 900, fine for 720p playback but short of the 1080p HD picture found on the Dell Inspiron One 2305 (IO2305-4400ELS) ($799.95 list, 3 stars). The display is clear enough for any sort of document or spreadsheet work, and large enough for working on documents side by side or enjoying a full-screen movie from four or five feet away. And though it may sit on the shelf next to several touchscreen-equipped all-in-one systems, the Omni 120-1024 has no touch capability itself. The included wired keyboard and mouse are nothing fancy, but they get the job done.

On the right and left edges of the chassis you'll find a tray-loading DVD?RW optical drive, a media card reader (SD/HC, MMC, MS/Pro, xD), two USB 2.0 ports, and headphone and microphone jacks. On the rear are four more USB 2.0 ports, though you'll need two for the keyboard and mouse. There's also an audio output and an Ethernet port. What you won't find on the Omni are faster USB 3.0 ports, like the ones found on the MSI Wind Top AE2050-008US ($679.99 list, 3 stars) or an HDMI video port.

Internally, the Omni 120-1024 is equipped with 802.11n Wi-Fi and a 500GB 7,200rpm hard drive. On the hard drive there are several programs preinstalled, from a dedicated eBay website link on the desktop to ereaders (Blio and Kobo) and a handful of game samples from WildTangent. There's also a 60-day trial of Norton Internet Security 2012, Microsoft Office Starter 2010 (the full suite is preloaded, but requires a product key to activate). You'll also get HP LinkUp software, which lets this computer easily share files with any other on your home network.

Performance
HP Omni 120-1024 The HP Omni 120-1024 is equipped with 4GB of RAM and AMD's latest Fusion Accelerated Processing Unit (APU), a single chip die shared by a dual-core E-450 (1.65GHz) processor and Radeon HD 6320 graphics processor. This approach allows for better graphics than might be offered with traditional integrated solutions, while conserving space and energy. In CineBench R11.5 the Omni 120-1024 scored 0.64, outpacing the 0.62 of the MSI Wind Top AE2050-008US and the 0.50 of the Intel Atom-equipped Acer Veriton Z290G-UD525W ($599 list, 3 stars), but falling far behind every competitor equipped with an Intel Core CPU.

The weak processor also led to slow performance in Handbrake and Photoshop CS5 multimedia tests. The Omni 120-1024 completed Handbrake in 6 minutes 30 seconds, and Photoshop in 14:24. To provide some context, the Sony VAIO VPC-L231FX/W ($999.99 list, 4.5 stars) completed those same tests in about one-third the time (Handbrake 2:22, Photoshop 5:34)?and it's far from the fastest system we've reviewed.

The AMD Radeon HD 6320 didn't help out much in the graphics department. The HP completed 3DMark 11 with a score of 548 at Entry settings, and was unable to run any of our graphics or gaming tests. Don't plan on playing much more than casual or Web-based Flash titles on this all-in-one.

The HP Omni 120-1024 offers buyers a compact and stylish all-in-one at a budget-friendly price. It's a no-muss, no fuss way to browse the Web and edit documents, but not ideal for much beyond day-to-day applications. For a more capable all-in-one, the Editors' Choice HP TouchSmart 320-1030 ($699 street, 4 stars) comes equipped with a more powerful AMD A4 desktop APU, and costs only $130 more.

'Anonymous' hackers target US security think tank

LONDON (AP) ? The loose-knit hacking movement "Anonymous" claimed Sunday to have stolen thousands of credit card numbers and other personal information belonging to clients of U.S.-based security think tank Stratfor. One hacker said the goal was to pilfer funds from individuals' accounts to give away as Christmas donations, and some victims confirmed unauthorized transactions linked to their credit cards.

Anonymous boasted of stealing Stratfor's confidential client list, which includes entities ranging from Apple Inc. to the U.S. Air Force to the Miami Police Department, and mining it for more than 4,000 credit card numbers, passwords and home addresses.

Austin, Texas-based Stratfor provides political, economic and military analysis to help clients reduce risk, according to a description on its YouTube page. It charges subscribers for its reports and analysis, delivered through the web, emails and videos. The company's main website was down, with a banner saying the "site is currently undergoing maintenance."

Proprietary information about the companies and government agencies that subscribe to Stratfor's newsletters did not appear to be at any significant risk, however, with the main threat posed to individual employees who had subscribed.

"Not so private and secret anymore?" Anonymous taunted in a message on Twitter, promising that the attack on Stratfor was just the beginning of a Christmas-inspired assault on a long list of targets.

Anonymous said the client list it had already posted was a small slice of the 200 gigabytes worth of plunder it stole from Stratfor and promised more leaks. It said it was able to get the credit card details in part because Stratfor didn't bother encrypting them ? an easy-to-avoid blunder which, if true, would be a major embarrassment for any security-related company.

Fred Burton, Stratfor's vice president of intelligence, said the company had reported the intrusion to law enforcement and was working with them on the investigation.

Stratfor has protections in place meant to prevent such attacks, he said.

"But I think the hackers live in this kind of world where once they fixate on you or try to attack you it's extraordinarily difficult to defend against," Burton said.

Hours after publishing what it claimed was Stratfor's client list, Anonymous tweeted a link to encrypted files online with names, phone numbers, emails, addresses and credit card account details.

"Not as many as you expected? Worry not, fellow pirates and robin hoods. These are just the 'A's," read a message posted online that encouraged readers to download a file of the hacked information.

The attack is "just another in a massive string of breaches we've seen this year and in years past," said Josh Shaul, chief technology officer of Application Security Inc., a New York-based provider of database security software.

Still, companies that shared secret information with Stratfor in order to obtain threat assessments might worry that the information is among the 200 gigabytes of data that Anonymous claims to have stolen, he said.

"If an attacker is walking away with that much email, there might be some very juicy bits of information that they have," Shaul said.

Lt. Col. John Dorrian, public affairs officer for the Air Force, said that "for obvious reasons" the Air Force doesn't discuss specific vulnerabilities, threats or responses to them.

"The Air Force will continue to monitor the situation and, as always, take appropriate action as necessary to protect Air Force networks and information," he said in an email.

Miami Police Department spokesman Sgt. Freddie Cruz Jr. said that he could not confirm that the agency was a client of Stratfor, and he said he had not received any information about a security breach involving the police department.

Anonymous also linked to images online that it suggested were receipts for charitable donations made by the group manipulating the credit card data it stole.

"Thank you! Defense Intelligence Agency," read the text above one image that appeared to show a transaction summary indicating that an agency employee's information was used to donate $250 to a non-profit.

One receipt ? to the American Red Cross ? had Allen Barr's name on it.

Barr, of Austin, Texas, recently retired from the Texas Department of Banking and said he discovered last Friday that a total of $700 had been spent from his account. Barr, who has spent more than a decade dealing with cybercrime at banks, said five transactions were made in total.

"It was all charities, the Red Cross, CARE, Save the Children. So when the credit card company called my wife she wasn't sure whether I was just donating," said Barr, who wasn't aware until a reporter with the AP called that his information had been compromised when Stratfor's computers were hacked.

"It made me feel terrible. It made my wife feel terrible. We had to close the account."

Wishing everyone a "Merry LulzXMas" ? a nod to its spinoff hacking group Lulz Security ? Anonymous also posted a link on Twitter to a site containing the email, phone number and credit number of a U.S. Homeland Security employee.

The employee, Cody Sultenfuss, said he had no warning before his details were posted.

"They took money I did not have," he told The Associated Press in a series of emails, which did not specify the amount taken. "I think 'Why me?' I am not rich."

But the breach doesn't necessarily pose a risk to owners of the credit cards. A card user who suspects fraudulent activity on his or her card can contact the credit card company to dispute the charge.

Stratfor said in an email to members, signed by Stratfor Chief Executive George Friedman and passed on to AP by subscribers, that it had hired a "leading identity theft protection and monitoring service" on behalf of the Stratfor members affected by the attack. The company said it will send another email on services for affected members by Wednesday.

Stratfor acknowledged that an "unauthorized party" had revealed personal information and credit card data of some of its members.

The company had sent another email to subscribers earlier in the day saying it had suspended its servers and email after learning that its website had been hacked.

One member of the hacking group, who uses the handle AnonymousAbu on Twitter, claimed that more than 90,000 credit cards from law enforcement, the intelligence community and journalists ? "corporate/exec accounts of people like Fox" News ? had been hacked and used to "steal a million dollars" and make donations.

It was impossible to verify where credit card details were used. Fox News was not on the excerpted list of Stratfor members posted online, but other media organizations including MSNBC and Al-Jazeera English appeared in the file.

Anonymous warned it has "enough targets lined up to extend the fun fun fun of LulzXmas through the entire next week."

The group has previously claimed responsibility for attacks on credit card companies Visa Inc. and MasterCard Inc., eBay Inc.'s PayPal, as well as other groups in the music industry and the Church of Scientology.

NFL Week 16: Miami Dolphins (5-9) at New England Patriots (11-3)

The New England Patriots could potentially wrap up the No. 1 seed in the AFC with a win on Sunday and a little help ? and it sure doesn?t seem like Miami will pose much of a threat to the Pats.

Losses by the Steelers and Ravens last week gave the Patriots a one-game edge in securing home-field advantage. The Patriots have won seven of their last nine games against the Dolphins. Even though they?ve lost their past two playoff home games, home is important for Tom Brady in the playoffs. In five road playoff games, Brady has six touchdown passes and six interceptions. In 10 home playoff games, Brady has 16 touchdown passes and nine interceptions.

The loss of Andre Carter could be huge for the Pats, both for his impact as a pass rusher and against the run. Expect teams to challenge Mark Anderson there, and Reggie Bush is having a career year. Playing primarily at end in a newly installed 4-3 scheme, Carter provided the Patriots with a team-high 10 sacks. Without him, it?s possible the club could return to more of the 3-4 arrangement it has used in past years.

Saturday?s game seems straightforward enough for the Patriots, who?ve outscored the Dolphins 117-45 in winning all three meetings over the last two seasons. Miami has looked like a vastly improved team lately, however, winning five of seven since an 0-7 start. The revival wasn?t good enough to save Tony Sparano?s job, but the Dolphins won their first game under interim coach Todd Bowles, overcoming wintry weather for a 30-23 victory at Buffalo last week. QB Matt Moore is 5-5 with an 88.7 rating as a starter since replacing Chad Henne.

The Patriots rarely falter in December at home, going 19-1 since 2002. The big reason is Brady, who is at his best when the stakes are high. The Patriots can clinch home-field advantage in the AFC if they win and both Baltimore and Pittsburgh lose. Brady is also chasing a bit of history. He needs 491 passing yards over the final two games to eclipse single-season record-holder Dan Marino?s 5,084. The last time these teams met, in Week 1, he threw for 517.

UK's Prince Philip, 90, has heart surgery (Reuters)

LONDON (Reuters) ? Britain's Prince Philip, the 90-year-old husband of Queen Elizabeth, had heart surgery to ease a blocked artery on Friday after being rushed to hospital with chest pains as he prepared to celebrate Christmas with the royal family.

Britain's longest-serving royal consort, known for his outspoken and sometimes brusque manner, needed an operation to fit a small tube known as a stent that keeps the blood vessel open.

Philip had been preparing to spend Christmas with other members of the royal family, reportedly including Prince William and his wife Catherine, at the Sandringham royal estate in eastern England.

He was taken to the Papworth Hospital, one of Britain's main heart and chest centers, about 60 miles away in Cambridge, a palace spokeswoman said.

"The Duke of Edinburgh was found to have a blocked coronary artery which caused his chest pains," the palace said in a statement. "This was treated successfully by the minimally invasive procedure of coronary stenting."

He will stay in hospital "for a short period" under observation, it added. The hospital declined to comment.

Philip had attended a lunch for staff a week ago and had been on "very good form," the BBC reported.

"He has had these chest pains before and I don't think it's anything untoward, but given his age they are being safe rather than sorry," former royal press spokesman Dickie Arbiter told the BBC.

PIVOTAL FIGURE

Despite his age, Philip generally has been in good health and has continued a busy round of charity work and social engagements, recently visiting Australia and Ireland.

A pivotal figure in the House of Windsor, Philip has a reputation as a fiercely loyal consort who prefers outdoor pursuits to introspection.

"The Queen is monarch, but within the family setting, the Duke of Edinburgh is hugely important," royal commentator and author Penny Junor told Sky News.

"He has always been the one who has called the shots in family matters. He has really made the major decisions."

Britain's tabloid newspapers have delighted over the years in recounting his many public gaffes.

He once told British students in China: "If you stay here much longer, you'll be slitty-eyed."

Philip was accused by critics of being cruel to Princess Diana before her death in a car crash in Paris in 1997. However, the prince's aides rejected those claims at an inquest in 2007 and released letters purporting to show a close relationship between them.

Born on the Greek island of Corfu in 1921, Philip served in Britain's Royal Navy before marrying Elizabeth in 1947. They have four children, including the heir to the throne, Charles.

The prince has no clear-cut constitutional role. In private he is regarded as the unquestioned head of his family, but protocol obliges the man dubbed "the second handshake" to spend his public life one step behind his wife.

In a rare public tribute to her husband, the queen said in a speech in 1997:

"He is someone who doesn't take easily to compliments but he has, quite simply, been my strength and stay all these years, and I...owe him a debt greater than he would ever claim, or we shall ever know."

Holiday showdown over payroll tax tests Obama, GOP (AP)

WASHINGTON ? Stuck in a stalemate, President Barack Obama and his Republican rivals are slugging it out in Washington rather than reaching for a holiday season accord to prevent payroll taxes from going up on 160 million workers.

The tax increases, as well as cuts to Medicare doctors' fees and a lapse in jobless benefits, are due Jan. 1. They are looming even though Democrats and Republicans agree that they shouldn't happen. Instead of stopping them, the factions have painted themselves into a corner.

House Republicans are demanding that the Senate join negotiations to produce an agreement within days; Senate Democrats insist no talks will take place before the House approves a stopgap measure to buy more time.

A House vote Tuesday scuttled a bipartisan Senate deal for a two-month extension of all three policies: the payroll tax cuts, jobless benefits and Medicare fees.

After the House killed the Senate measure on a 229-193 vote, Obama signaled he'll use his presidential megaphone to try to force Republicans controlling the House into submission.

"Now let's be clear," Obama said at the White House. "The bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1. The only one."

The Obama campaign promptly took to Twitter and Facebook to fight it out. With their candidate's poll numbers rising, Democratic operatives seemed almost giddy at the prospect of a prolonged battle.

Republican lawmakers relished the battle as well, though some of them are too inexperienced to know that presidents ? regardless of party ? usually win such high-profile fights, like President Bill Clinton did over a 1995-96 government shutdown or President George W. Bush did in skirmishes on anti-terror policies.

House Republicans instead rallied around a plan passed last week that would have extended the payroll tax cut for one year. But that version also contained spending cuts opposed by Democrats and tighter rules for jobless benefits.

If legislation isn't passed by New Year's Day, payroll taxes will go up by almost $20 a week for a worker making a $50,000 salary. Almost 2 million people could lose unemployment benefits as well, and doctors would bear big cuts in Medicare payments.

Whatever the stakes, there was little indication that Republicans would get their wish for negotiations with the Senate any time soon. Senate Majority Leader Harry Reid, D-Nev., issued a statement saying he would be happy to resume talks on a yearlong measure ? "but not before" the House ratifies the two-month bill and sends it to Obama for his signature.

Given Obama's remarks and Reid's refusal to negotiate, it was unclear what leverage Republicans had in the year-end standoff. It appeared likely the partisan disagreement could easily persist past Christmas and into the final week of the year.

A little-noticed element of the brawl was that the House-Senate parliamentary situation, which can be a critical factor, is all messed up. The Senate adjourned Saturday until Jan. 23 except for so-called pro forma sessions in which legislative business ? like responding to the House moves ? is basically impossible unless all 100 senators agree. That's never a sure thing.

The standoff was sowing confusion among business executives, who were running out of time to adapt to any new payroll tax regimen. Even the Senate's proposed two-month extension was creating headaches because it contained a two-tiered system geared to ensuring that higher-income earners paid a higher rate on some of their wages, according to a trade group.

"There's not time enough to do that in an orderly fashion," said Pete A. Isberg, president of the National Payroll Reporting Consortium trade group. "We're two weeks away from 2012." He wrote a letter to congressional leaders this week warning that the Senate bill "could create substantial problems, confusion and costs."

Meanwhile, Medicare announced Tuesday that, as it has in the past when doctors' reimbursements have been cut through congressional inaction, it would withhold physicians' payments for two weeks in January to avoid passing on a 27 percent cut in Medicare fees. The hope is that the problem gets fixed by then.

They don't call this the "giving time of the year" for nothing. A couple of years back we saw Google hook up the traveling masses with gratis WiFi, and today Skype is matching the big G's kindness by giving you a holiday gift of its own. Starting on December 21st thru the 27th, you'll be able to cling to an hour of costless internet access while you're waiting on your flight -- as long as you're in one of the 50+ airports included in the deal (map shown after the break). Aside from being outside of the lounging areas capable of accepting the courtesy, Android users are being left out of the equation, as the present can only be used by those who own a Mac, PC or iOS device. Now, the nice gesture would be even better if we knew that our fellow travelers wouldn't be hogging all the bandwidth...

Attorney: Hurd didn't sell drugs to NFL players (AP)

CHICAGO ? The attorney for Sam Hurd said Friday that his client had never sold drugs to other NFL players, hoping to put any rumors to rest as the wide receiver without a team prepares to fight federal drug charges that could put him in jail for 40 years.

Less than an hour after Hurd was cut by the Chicago Bears, defense attorney Brett Greenfield told reporters that his client planned to fight the charges and wanted one thing made clear.

"Sam has asked me to address one point, with respect to the rumors that Sam has been supplying drugs to other members of the NFL, out of respect to the NFL, out of respect to teammates and out of respect to other players, he 100 percent denies that allegation," Greenfield said. "It is patently and totally false. It just didn't happen."

League spokesman Brian McCarthy said the NFL was closely monitoring the situation. Asked about a report that authorities have a list of NFL players with ties to the drug case, McCarthy said: "We are not aware of such a list."

U.S. Magistrate Young Kim ordered Hurd to surrender his passport and any firearms. Hurd is expected to be tried in Texas, where the criminal complaint was filed this week by the U.S. attorney.

Hurd, who appeared in court in an orange jumpsuit with his feet shackled, waived his right to a preliminary hearing, meaning the next step is for prosecutors to take their case before a grand jury. Several members of Hurd's family, including his wife, mother and brother, attended the hearing but he didn't appear to look at them, even as he was led out of the room. He was later released after posting $100,000 bond.

Hurd was arrested Wednesday night outside a Chicago steakhouse, according to the complaint. He allegedly told an undercover agent he was interested in buying five to 10 kilograms of cocaine and 1,000 pounds of marijuana per week to distribute in the Chicago area.

Hurd told the agent a "co-conspirator is in charge of doing the majority of the deals" while he focused on "higher-end deals," the complaint said. He agreed to pay $25,000 for each kilogram of cocaine and $450 a pound for the marijuana, according to the charges, and then said he could pay for a kilo of cocaine ? about 2.2 pounds ? after "he gets out of practice." He walked out of the restaurant with the package and was arrested.

Hurd faces up to 40 years in prison and a $2 million fine if convicted of conspiracy to possess with the intent to distribute more than 500 grams of cocaine, or half a kilogram.

Teammates said they were stunned by the allegations and general manager Jerry Angelo said he was, too, as he announced the team was cutting Hurd.

"There were no facts, there were no flags, that anybody could present tangibly to say we should have known otherwise, and I want to make that perfectly clear to the public, to our fans," Angelo said Friday. "We do our homework. We do our due diligence. We did everything you could possibly do given the information that we can allocate."

The 26-year-old Hurd was in his first year with the Bears and sixth year overall in the NFL after five years with the Cowboys. Angelo said the Bears performed an extensive background check on Hurd, a San Antonio native who played at Northern Illinois, before signing him in July to a three-year deal reportedly worth up to $5.15 million, including a $1.35 million signing bonus and base pay this season of $685,000.

"We go back, we ask questions," Angelo said. "Is there something we could have done, something we should have done, in the process? Sometimes, there are glitches, but in this case, there are none. I could sit here and tell you with total transparency that we did everything we know to do in terms of our research, and there was nothing that we found that would create a flag or an alert or a real concern in Sam Hurd's case."

Asked how certain he was that other players on the Bears or around the league were not involved, Angelo said, "I can't talk about that."

"I'm certainly not going on any witch hunts about players," he added. "The one thing that we've done when there's been a wrong, we've acted. We don't justify wrongs. We've acted. We have a track record of doing that. Unfortunately, a situation arose that caught us off guard, but not to the point where we aren't going to do the right thing."

The Bears announced their contract agreement with Hurd on July 29, one day after federal authorities say he had agreed to a "consensual interview" with Homeland Security investigators over $88,000 in cash that had been seized in a car he owned in the Dallas area. The money was inside a canvas bag that authorities said was covered in a plant-like material that tested positive for "properties of marijuana."

Hurd said the money was his and that he had given the car to his acquaintance, a car shop employee, for maintenance and detail work, the complaint said.

"From my understanding, he wasn't the one that was pulled over," Angelo said. "His vehicle was pulled over. He was not the driver. That was never made public. So he was never charged with anything. There was never any record to our knowledge. And it was, from my understanding, a citation, but other than that, there was no other information that was presented to us."

Angelo would not say if the Bears would try to recoup some of the signing bonus. He also gave a terse answer when asked whether the case might affect his own future with the Bears, telling a reporter to "whistle Dixie." Angelo is under contract through 2013.

As for Hurd, receiver Earl Bennett described him as a "guy with high character who just loves to play the game of football, loves to have fun." Bennett also said he doesn't think other players are involved.

"I wouldn't think so," he said. "A lot of guys in this locker room are very high-character guys."

Coach Lovie Smith echoed that sentiment.

"We have a great group of guys," he said. "But sometimes when you're dealing with this many, it's hard to have all the players be a certain way. But you can't let that scar what else we're getting done here. It's always about the team. Every once in a while a guy will go outside what's best for the football team and there are consequences that you deal with. That's how life goes. There are life lessons that are being learned here by our football team."

Greenfield said he wasn't sure whether Hurd would try to get picked up by another team as he fights the drug case.

"Sam's a football player and he wants to play," he said. "Hopefully he'll be playing in the near future with another team."

If not, the attorney said, there are other options.

"Sam's a college grad, Sam's a scholar, Sam's a very, very smart individual," Greenfield said.

NY prosecutor: Hezbollah laundered millions in US (AP)

NEW YORK ? Federal authorities blamed Lebanese financial institutions Thursday for wiring more than $300 million into the United States in a money-laundering scheme they said used the U.S. financial system to benefit the militant group Hezbollah.

The U.S. government said in the lawsuit filed in a Manhattan federal court that it seeks nearly a half-billion dollars in money-laundering penalties from some Lebanese financial entities, 30 U.S. car buyers and a U.S. shipping company. It also said it's entitled to claim their assets as forfeitable under U.S. money-laundering laws.

Prosecutors said the $300 million was wired from Lebanon to the United States used to buy used cars and ship them to West Africa. They said Hezbollah money-laundering channels were used to ship proceeds from the car sales and narcotics trafficking back to Lebanon.

The accusations came two days after an indictment in federal court in Alexandria, Va., accused fugitive Ayman Joumaa of leading a drug conspiracy that provided income for Hezbollah, an Iranian-backed Lebanese militant group that the U.S. has branded a terrorist organization.

A Washington-based Drug Enforcement Administration spokesman, Lawrence R. Payne, told The Associated Press in February that Joumaa's organization laundered money using 50 used car lots in the United States. Cars were exported to Lebanon and West Africa.

U.S. Attorney Preet Bharara said the civil case brought Thursday reveals a massive international scheme in which Lebanese financial institutions, including banks and two exchange houses linked to Hezbollah, passed money through the U.S. financial system to launder narcotics trafficking and other criminal proceeds through West Africa and back into Lebanon.

The government said substantial portions of the cash were paid to Hezbollah, which has been designated by the U.S. State Department as a terrorist organization since 1997.

"The intricate scheme laid out in today's complaint reveals the deviously creative ways that terrorist organizations are funding themselves and moving their money, and it puts into stark relief the nexus between narcotics trafficking and terrorism," Bharara said. "Today, we are putting a stranglehold on a major source of that funding by disrupting a vast and far-flung network that spanned three continents."

Market ignores Europe, rises on U.S. data (Reuters)

NEW YORK (Reuters) ? U.S. stocks rose on Thursday, as signs of strength in the economy and higher-than-expected profit at FedEx outweighed more warnings about Europe.

The U.S. equity market continued its familiar back-and-forth rotation between optimism about the U.S. economy and fears that Europe's debt crisis could spark a global recession.

Lately the fear trade has been winning, as Wall Street fell to its lowest level in two weeks on Wednesday.

But FedEx Corp (FDX.N) boosted the market's sentiment. Shares shot up 8 percent to $82.47 after the package delivery company, viewed as an economic bellwether, reported stronger-than-expected quarterly profit.

The news from FedEx, along with two strong regional manufacturing surveys and other data, was welcomed after some high-profile companies recently warned about falling profits. On Thursday, Honeywell International (HON.N) said Europe's slowing economy would take a toll on orders. Honeywell's stock rose 1.7 percent to $52.41.

Tim Ghriskey, chief investment officer of Solaris Asset Management in Bedford Hills, New York, said the question for investors is whether the U.S. economy can grow if European economies stalled.

"Can the U.S. go it totally alone? No. But the rest of the world, with the exception of Europe, we are pretty positive about. We don't think it's going to fall apart," he said.

Data showed weekly applications for unemployment insurance fell to a 3-1/2 year low, while a gauge of New York state manufacturing activity rose to its highest level since May and another measure of factory activity in the mid-Atlantic region showed a surge in new orders.

The Dow Jones industrial average (.DJI) was up 45.33 points, or 0.38 percent, at 11,868.81. The Standard & Poor's 500 Index (.SPX) was up 3.93 points, or 0.32 percent, at 1,215.75. The Nasdaq Composite Index (.IXIC) was up 1.70 points, or 0.07 percent, at 2,541.01.

Trading was volatile ahead of Friday's quadruple witching expiration when not only equity options expire, but also stock index futures, stock index options and individual stock futures.

Earlier, stocks pared some of their gains after Christine Lagarde, the head of the International Monetary Fund, said the world economic outlook is "quite gloomy" and will require action by all countries to head off an escalating crisis that carries risks of a global depression.

The market's gains were concentrated in defensive sectors such as utilities, suggesting uncertainty was causing risk-takers to put their portfolios in neutral as the week nears an end, said Chad Morganlander, portfolio manager at Stifel, Nicolaus & Co in Florham Park, New Jersey.

"Unfortunately austerity without a plan for structural changes will cap economic growth and potentially could bleed into earnings. Going into the new year, portfolio managers are squaring their books for that scenario," Morganlader said.

"There's a continued rotation into safety and stability in a global austerity environment."

Big-cap technology shares slipped, including Apple Inc (AAPL.O) off 0.3 percent to $378.94 and International Business machines (IBM.N), which fell 0.7 percent to $187.48.

Novellus Systems Inc (NVLS.O) jumped 16.3 percent to $40.37 a day after it agreed to be bought by larger rival Lam Research Corp (LRCX.O) for $3.3 billion in stock.

Michael Kors Holdings Ltd (KORS.N) shares jumped 21 percent to $24.20 in their debut on the New York Stock Exchange after the luxury goods company went public at $20 per share on Wednesday, above the expected range. The stock climbed as much as 25 percent to a session high at $25.23.

About 6.72 billion shares changed hands on the New York Stock Exchange, NYSE Amex and the Nasdaq. On the NYSE, advancers beat decliners by a ratio of 18 to 11, and on the Nasdaq, 13 shares rose for ever 10 that fell.

PFT: Atlanta closing in on a magic number

Blaine Gabbert is playing so badly right now that the Jaguars may consider something practically unheard of in the NFL: Taking Top 10 quarterbacks in back-to-back drafts.

Gabbert?s horrible game in Thursday night?s loss to the Falcons has continued a horrible rookie season for the quarterback the Jaguars chose with the 10th overall pick in this year?s NFL draft. Gabbert is last in the league with a passer rating of 65.6, and he looks lost out there. It?s tough to see why the Jaguars? next coach, whoever he is, would want Gabbert as his starting quarterback.

So would the Jaguars, who will likely draft somewhere between the fourth and 10th overall picks, take a quarterback? It?s impossible to say right now, as we have no idea who the new coach will be or what kind of offense he?ll run. We also don?t know where new owner Shahid Khan stands on the matter, and whether he?ll take a hands-on or hands-off approach to the draft. But if Baylor?s Robert Griffin III or USC?s Matt Barkley is available to the Jaguars, they?d have to think long and hard about drafting one of them in the Top 10.

That almost never happens. The Cowboys used their first-round picks in 1989 and 1990 on quarterbacks Troy Aikman and Steve Walsh, but the 1990 pick was used in the supplemental draft. (The Cowboys traded Walsh to the Saints in 1990.) The last time a team used consecutive first-round picks in the regular draft on quarterbacks was in 1982-83, when the Baltimore Colts drafted Art Schlichter and John Elway. But that was a highly unusual circumstance in which neither one of those quarterbacks played for the team in 1983: Schlichter was suspended for the entire 1983 season, and the Colts traded Elway to the Broncos before he ever played a down for Baltimore.

Before the Colts, you have to go all the way back to the early 1960s Los Angeles Rams to find a team that used first-round draft picks on quarterbacks in back-to-back years. The Rams actually drafted quarterbacks in the first round three years in a row: Roman Gabriel in 1962, Terry Baker in 1963 and Bill Munson in 1964. But Baker was a college quarterback who played halfback in the NFL, so that?s not quite the same thing, either. Prior to those Rams, the last team to draft quarterbacks in back-to-back first rounds was the 49ers, who took Earl Morrall in 1956 and John Brodie in 1957. The 49ers traded Morrall to the Steelers before the 1957 season.

What does this history lesson tell us? NFL teams only take quarterbacks in back-to-back first rounds under the most extraordinary of circumstances. If Jaguars G.M. Gene Smith takes a quarterback in the first round a year after he took Gabbert 10th overall, he?ll be doing something NFL general managers just don?t do. But Gabbert might be bad enough to make the Jaguars do it.

Put simply, it's an Android-based web radio that touts built-in WiFi, a pre-loaded TuneIn Radio Pro application and the ability to showcase weather, real time traffic, sports, social networking, movies, music, games and more. If your looking for a more private experience, there's even a 3.5mm headphone jack, but we aren't entirely convinced it's worth the $149 asking price. Call us crazy, but there's a bit too much 1994 in that casing.

The government's proposal to ban drivers from using cellphones in any way ? even with hands-free help ? is dividing police and lawmakers alike, who agree on?one thing: Any such ban would likely be hard to enforce.

The National Transportation Safety Board urged all 50 states Tuesday to ban drivers from using portable electronic devices, with only two exceptions: You could still use GPS navigation devices, and you could use your cellphone in an emergency.

US calls for ban on in-car phone use ... even with Bluetooth

The effectiveness of any such ban would come down to enforcement by local authorities, something that not all of them agree on.


Michigan State Police are already having a tough time enforcing the state's ban on texting while driving, and expecting troopers to be able to tell whether someone is talking through a tiny earpiece is "an unrealistic expectation for law enforcement," State Trooper Jamie Voss told NBC station WPBN of Traverse City.?

Todd Nehls, sheriff of ?Dodge County, Wis., said he also wouldn't support a ban, telling NBC station WTMJ of Milwaukee that "millions of people talk on the cellphone and drive safely every day" ? echoing the contention of the Consumer Electronics Association one of two industry trade groups the NTSB singled out to lead development of safer technology.

"Rather than prohibit using cellphones, we should continue to educate the public about the dangers of using cellphones while driving," Nehls said.

But Tennessee Highway Patrol Sgt. Randall Martin contended that a complete ban would actually be easier to enforce than the state's current ban on texting while driving is illegal.?

Under current law, Martin told NBC station WBIR of Knoxville, it's difficult to tell whether a person is texting or dialing. A total ban would eliminate the guesswork because drivers wouldn't be allowed to touch their phones at all.

"Anything that's going to take a distraction out of a driver's hand or field of view is a bonus," Martin said.

The NTSB's recommendation isn't binding, which means enactment "will probably be a patchwork implementation as it goes and most likely driven by reformers at the state level," said Michael Wolf, a political science professor at Indiana University-Purdue University Fort Wayne.

The federal government could bring extra pressure to bear, Wolf told NBC station WISE of Fort Wayne, by enacting measures "to coerce states through withholding federal highway funds or save other grants to move them in that direction."

Lawmakers agreed that putting together a nationwide ban would be difficult.

Delegate Cheryl Glenn, a Democrat from Baltimore who's a member of the Maryland House transportation subcommittee, said a total ban probably isn't realistic in any state, because most offenses wouldn't be considered major driving offenses.

"You can be right next to the police and talking away, and they can't do a thing to you unless you run a red light," Glenn told NBC station WBAL of Baltimore.?

Lawmakers in several other states said essentially the same thing: A ban on phone conversations probably wouldn't fly.?

"I don't think you'll get that passed," Republican Utah state Sen. Lyle Hillyard told NBC station KSL of Salt Lake City.

And Rep. Joe Palmer, chairman of the Idaho House Transportation Committee, said a blanket approach would be especially unworkable in a rural state like his, where long, open stretches of highway pass through multiple unincorporated areas without police agencies.

"I recommend more education," Palmer told NBC station KTVB of Boise. "It's not safe for people to be driving and texting, but it's a bigger issue than that."

An Ohio businessman, meanwhile, raised a separate objection.

"That would have a negative impact on our business," said Derek Temke of A-Abel Heating and Air Conditioning in Dayton.?

Like many other businesses that make house calls ? think UPS, FedEx and just about every pizza chain in the country ? "I drive around all day, and I am making calls to customers," Temke told NBC station WDTN of Dayton. "It could cost us a lot of money and a lot of time, because we would have to pull over to talk on the phone."?

Even so, Temke said he understands why some people want a total ban.

"Cellphones can be dangerous," he said.
