GOP lawmakers see automatic cuts as leverage

WASHINGTON?There's a growing sense of resignation that the country's political leaders will be unable or unwilling to find a way around looming automatic spending cuts despite fresh signs the cuts would threaten the recovering economy.

On one side are conservative Republicans, outnumbered and frustrated, who see the painfully large cuts as leverage in their battle to force Democrats into concessions on the budget. On the other side are President Barack Obama and his Democratic allies, who are pressing to replace some of the cuts with new tax revenues.

The predictable deadlock?and looming cuts of $85 billion this budget year alone?has the potential to slam the economy, produce sweeping furloughs and layoffs at federal agencies and threatens hundreds of thousands of private sector jobs.

The cuts would shrink the Pentagon budget by 7 percent and force most domestic agencies to absorb a 5 percent cut concentrated in the last half of the budget year.

Just last year, GOP leaders were among the loudest voices warning of dire consequences for the military and the economy if more than $100 billion in cuts across the board went into effect. Now, even as defense hawks fume, Republicans see the strategy as their best chance of wringing cuts from costly government benefit programs like Medicare that Obama and his Democratic allies in Congress have been reluctant to touch.

The move is fraught with risk. Some $43 billion would be cut from the Pentagon budget between March and October if battling Democrats and Republicans can't agree on an alternative. Equal cuts would hit domestic programs, although the health care programs that are major drivers of future deficits are largely exempt.

"Talk about letting the sequester kick in, as though that were an acceptable thing, belies where Republicans were on this issue not that long ago," White House Press Secretary Jay Carney said Wednesday. "This is sort of political brinksmanship of the kind that results in one primary victim, and that's American taxpayers?the American middle class."

The automatic cuts, known as a "sequester" in Washington-speak, are the penalty for the failures of the 2011 deficit "supercommittee" and subsequent rounds of budget talks to produce an agreement.

Along with the threatened expiration of Bush-era tax cuts, the spending cuts were a major element of the so-called fiscal cliff crisis that gripped the country at the new year. While most of the tax cuts?except for upper-bracket income?were made permanent, negotiators could only agree on a two-month reprieve to the sequester after finding $24 billion in replacement money that reduced this year's round of cuts from $109 billion to $85 billion. Eight more years of cuts, totaling almost $1 trillion, still remain.

The austerity, economists say, would slow down the economy. Under a formula by the Congressional Budget Office, a $43 billion cut in defense spending could cost 300,000 jobs this year.

"In terms of the political dynamic here, defense spending is only 20 percent of the federal budget, but it's taking 50 percent of the cuts, which means it's going to be hitting the Republicans a lot harder than the Democrats," said defense analyst Loren Thompson of the Lexington Institute think tank.

On Wednesday, the government reported that the economy shrank by 0.1 percent in the last quarter of 2012 and said a slowdown in defense spending and uncertainty over the automatic spending cuts could have kicked in at the start of the year.

Last year, Republicans issued dire warnings of the impact the cuts would have. Defense hawks like Sens. John McCain, R-Ariz., and Lindsey Graham, R-S.C., made campaign tours in political swing states like Virginia and Florida lambasting the cuts, warning that the reductions would hollow out the Pentagon and cost many thousands of jobs. They reminded voters that the sequester was an idea developed by Democrats during 2011 negotiations on increasing the government's borrowing cap.

"The White House is responsible for the 'sequester' that threatens our national security," House Speaker John Boehner, R-Ohio, said in September. "History has taught us we can't continue with policies that jeopardize our defenses or weaken our economy."

This year's GOP move to embrace the sequester was hatched at a recent strategy retreat for House Republicans in Williamsburg, Va. Much of the retreat was devoted to coming up with a way to solve a more urgent issue: finding a way to get the tea party-infused House to again increase the debt limit and prevent an economically devastating, first-ever default on U.S. obligations. The party agreed on a strategy to punt the debt dilemma until May or later and instead use the sequester as leverage in the budget debate.

A senior House GOP aide, who spoke on condition of anonymity to discuss party strategy, said some Republicans see the sequester as their best opportunity to achieve spending cuts. That strategy, however, is rife with potential to split open the Republican Party and pits the defense hawks against the tea party.

How people would actually react should the across-the-board cuts hit is anyone's guess. But it's not lost on anyone with institutional history that Republicans got creamed in a similar situation in 1995-96 when they sparked a partial government shutdown under the leadership of House Speaker Newt Gingrich, R-Ga.

On Tuesday, Senate Majority Harry Reid, D-Nev., said the warring parties should try to figure it all out, but he set up a clash with Republicans over using new taxes to fix the problem.

Reid said the sequester cuts should be replaced "in short increments" with spending cuts and revenues like repealing oil and gas subsidies, which were discussed in earlier negotiations.

"There are many low-hanging pieces of fruit out there that Republicans have said they agreed on previously," Reid said. There's a lot of things we can do out there, and we're going to make an effort to make sure that there is?sequestration is?involves revenue."

Southern Union's Opelika campus to receive major upgrades

OPELIKA, AL (WTVM)- The Opelika campus of Southern Union State Community College is about to undergo some significant changes and today marks the beginning of the $32 million project that has been four years in the making.

With the enrollment of nearly 4,200 students on the Opelika campus, parking has been a concern of both students and administrators.

"Parking is probably the hardest thing to do on this campus. Every time you come to class and you don't have an 8 AM, you're not going to find parking anywhere," explains Southern Union student, James Heath.

Phase I of the plan will add an addition 764 parking spaces by tearing out the existing track, and creating a new walking trail.

Two new entrances to the campus will also be constructed to alleviate traffic on US Highway 431.

"Because there is a walking trail used by the community a great deal, we're going to put a walking trail on the backside of campus that will go 1/4 of a mile," states Southern Union President, Dr. Amelia Pearson.

Phase II of the improvement project will feature construction of two state of the art buildings, a new Center for Integrated Manufacturing and a Business and Technology Center fulfilling the need for more classrooms and computer labs.

The business and technology center will also house a storm shelter that is designed to be open 24/7 to employees, students, and citizens of Opelika.

"Some colleges have fees that are passed on to students that are for building projects specifically and are only charged till that project is paid for, but we're not asking for any increases in fees for our students," explains Pearson.

The final aspect of the project will be the creation of a pedestrian green space that will tie all the improvements together and give the campus a more collegiate feel.

Phase I will be completed August 1, 2013 and the schedule calls for the entire project to be finished in 2015.

U.N. rights inquiry says Israel must remove settlers

GENEVA (Reuters) - U.N. human rights investigators called on Israel on Thursday to halt settlement expansion and withdraw all half a million Jewish settlers from the occupied West Bank, saying that its practices could be subject to prosecution as possible war crimes.

A three-member U.N. panel said private companies should stop working in the settlements if their work adversely affected the human rights of Palestinians, and urged member states to ensure companies respected human rights.

"Israel must cease settlement activities and provide adequate, prompt and effective remedy to the victims of violations of human rights," Christine Chanet, a French judge who led the U.N. inquiry, told a news conference.

The settlements contravened the Fourth Geneva Convention forbidding the transfer of civilian populations into occupied territory and could amount to war crimes that fall under the jurisdiction of the International Criminal Court (ICC), the United Nations report said.

"To transfer its own population into an occupied territory is prohibited because it is an obstacle to the exercise of the right to self-determination," Chanet said.

All U.N. member states must comply with their duty under international law on the settlements, she said. "We have highlighted states' responsibility because the facts we denounce are known. The problem is nobody is doing anything about it."

In December, the Palestinians accused Israel in a letter to the United Nations of planning to commit what they said were further war crimes by expanding Jewish settlements after the Palestinians won de facto U.N. recognition of statehood, and said Israel must be held accountable.

Israel has not cooperated with the probe set up by the Human Rights Council last March to examine the impact of settlements in the territory, including East Jerusalem. Israel says the forum has an inherent bias against it and defends its settlement policy by citing historical and Biblical links to the West Bank.

Israel's foreign ministry swiftly rejected the report as "counterproductive and unfortunate". Palestinians welcomed the report saying it vindicated their struggle against Israel.

"The only way to resolve all pending issues between Israel and the Palestinians, including the settlements issue, is through direct negotiations without pre-conditions. Counterproductive measures - such as the report before us, will only hamper efforts to find a sustainable solution to the Israel-Palestinian conflict," Israel's Yigal Palmor said.

But Hanan Ashrawi, a senior PLO official, told Reuters in Ramallah: "This is incredible. We are extremely heartened by this principled and candid assessment of Israeli violations."

The independent U.N. investigators interviewed more than 50 people who came to Jordan in November to testify about confiscated land, damage to their livelihoods including olive trees, and violence by Jewish settlers, according to the report.

"The mission believes that the motivation behind this violence and the intimidation against the Palestinians as well as their properties is to drive the local populations away from their lands and allow the settlements to expand," it said.

"CREEPING ANNEXATION"

About 250 settlements in the West Bank, including East Jerusalem, have been established since 1967 and they hold an estimated 520,000 settlers, according to the U.N. report. The settlements impede Palestinian access to water and farmland.

The settlements were "leading to a creeping annexation that prevents the establishment of a contiguous and viable Palestinian state and undermines the right of the Palestinian people to self-determination," it said.

Chanet said firms working in the territories must uphold human rights. France's Veolia, which built Jerusalem's light rail linking the western side of the city to the eastern side annexed by Israel after the 1967 war, won a case brought against it in a Nanterre court, whose ruling that it had not violated the Geneva Conventions is now on appeal, she said.

After the General Assembly upgraded the Palestinians status at the world body, Israel said it would build 3,000 more settler homes in the West Bank and East Jerusalem - areas Palestinians wanted for a future state, along with the Gaza Strip.

"I think that maybe it will help in the negotiation just to see that now, and especially when Palestine has been recognized as a state, things might change. Maybe, we hope. And now there is a new government in Israel," Chanet said.

"So things are moving. So we hope that our report will be in the middle of this movement."

China's narrow focus on oil in South Sudan won't work: U.S. envoy

WASHINGTON (Reuters) - China needs to move beyond a narrow focus on oil issues in South Sudan and help tackle that country's larger political disputes with Sudan, the outgoing U.S. special envoy to the two African states said on Wednesday.

Ambassador Princeton Lyman said he had worked closely with Chinese officials more than two years, during which time South Sudan seceded from Sudan in 2011 to become the world's newest nation.

China is Sudan's biggest ally and is the largest investor in the oil industry there and in South Sudan - a position that Western diplomats say gives Beijing the best chance of defusing tensions between Khartoum and Juba over sharing oil wealth and ending violence on both sides of their shared boundary.

But Lyman said the disputes, which have shut down landlocked South Sudan's oil output, underscore the limits of staying aloof from political problems.

"They have weighed in very significantly on the oil issue. But what China doesn't like to do is to get involved in some of the underlying political problems that are keeping the oil from flowing," he told reporters in Washington.

"Without that stability and (with) the danger of conflict on the border, the chances of having a long-term productive oil sector is threatened, so they can't just concentrate on the oil and just pretend that the other things aren't bearing on it," he said.

China has long held up as its foreign policy mantra non-interference in countries' internal affairs, a principle it first enunciated in 1954 - long before it was an economic power with interests around the globe.

(AP) ? Michelle Obama showed off her new bangs and a royal blue dress by American designer Reed Krakoff at Sunday's swearing-in ceremony.

The first lady and daughter Malia matched President Barack Obama's blue suit, while younger daughter Sasha wore a lacy pink dress with a wide belt in a style her mother helped popularize.

It's not the first time Mrs. Obama chose a design by Krakoff, who in recent years started his own label after designing for Coach.

Her hairdo, however, is a change ? and it has been the subject of online chatter since its debut on Thursday in a photo taken at the White House.

NEW YORK (AP) ? Portraying his suicide as the product of injustice, friends and supporters at a memorial Saturday for free-information advocate Aaron Swartz called for changing computer-crime laws and the legal system itself.

At a New York City ceremony that was part tribute and part rallying cry, Swartz ? who killed himself this month as he faced trial on hacking charges ? was painted as a precocious technologist, erudite activist and hounded hero. One speaker called him nothing less than an "Internet saint."

To prosecutors, the 26-year-old Swartz was a thief whose aims to make information available didn't excuse the illegal acts he was charged with: breaking into a wiring closet at the Massachusetts Institute of Technology and tapping into its computer network to download millions of paid-access scholarly articles, which he planned to share publicly.

But Swartz's girlfriend said the case drove him to his death.

"He was so scared and so frustrated and so desperate and, more than anything else, just so weary. I think he just couldn't take it another day," Taren Stinebrickner-Kauffman told the hundreds of people who gathered to remember Swartz. ". In the end, he couldn't allow (prosecutors) to control him, either."

Friends attending the memorial remembered Swartz as a crusader for the open exchange of information ? an "Internet saint," in the words of Quinn Norton, a journalist who writes about hacker and online culture.

Doc Searls, 65, a columnist and advocate for making computer code publicly accessible, said he met Swartz when the tech prodigy was a teenager and noted that the two "were often generational bookends at conferences we went to."

"When we're young we think our cause is a sprint, and when we're middle-aged we thing is it's a marathon," Searls said. "But when we're old we think it's a relay race. And Aaron was the one you wanted to hand it off to."

A grandson of activist folk singer Pete Seeger, Kitama Jackson, read a note from his grandfather that said: "These modern times are filled with such contradictions that experts are not agreed on what the future of the human race will be. But we can agree today that it was a tragedy for this brilliant young man to be so threatened that he hanged himself."

Swartz was found dead in his Brooklyn apartment on Jan. 11 as a trial in Boston loomed in his future. Federal prosecutors said he planned to make the paid-access articles obtained via MIT's network available for free.

Whatever he aimed to do with the data, "stealing is stealing, whether you use a computer command or a crowbar," Boston U.S. Attorney Carmen Ortiz said before Swartz's death.

But his family, admirers and some legal experts blasted the case as overreaching that drove Swartz to his death. His father, Robert Swartz, has said his son "was killed by the government."

The digital archive that holds the articles, JSTOR, has said it regretted being drawn into the criminal case and didn't pursue any claims against Swartz after he returned the data in 2011. Days before his death, the nonprofit JSTOR announced that it planned to make more than 4.5 million articles available for free.

Swartz had pleaded not guilty to some 13 felony charges. They carried the potential for decades in prison and enormous fines, though prosecutors have said they never intended to seek the maximum penalties.

A shaken Ortiz said this week she was "terribly upset about what happened," appearing near tears at one point as she spoke about the case. But she said her office handled it fairly and appropriately.

Swartz was a young teenager when he helped create RSS, technology for gathering updates from blogs, news sites and elsewhere on the Web. He later co-founded the social news site Reddit and Demand Progress, a group that campaigns against online censorship.

"He was trying to hack the whole world, in the best way." Demand Progress Executive Director David Segal told memorial attendees at the Great Hall at Cooper Union.

Roy Singham, founder of the software company Thoughtworks, said Swartz "deeply wanted to protect humanity's intellectual treasures" and keep them part of the public domain, and to ensure that technology was a tool for promoting democracy, rather than for amassing profit and power.

Glenn Otis Brown, director of business development at Twitter, remembered the precocious 15 or 16-year-old he met while working as the executive director of Creative Commons, which provides a way for people to license their code or online work for public use.

Swartz's role there was to translate legal software-licensing agreements into computer-readable code ? a job he peppered with humor, such as reframing the complex legal concepts as haikus. For example, "Public domain: Do what you feel like / Since the work is abandoned / the law doesn't care," or "If you touch this file / my lawyers will come kill you / so kindly refrain."

Brown recalled a blog post Swartz once wrote about spending 30 days offline: "I felt like I was in control of my life, instead of the other way around."

Baseball reflects on HOF pair Weaver, Musial

One was born in St. Louis, the other became a star there.

Aside from that, Earl Weaver and Stan Musial were about as different as two Hall of Famers could be.

"Talk about your odd couple," said George Vecsey, the longtime sports columnist for The New York Times who wrote a recent biography of Musial.

Weaver was a 5-foot-6 rabble rouser whose penchant for quarreling with umpires belied a cerebral approach to managing that has stood the test of time. Musial was a humble slugger with a funky batting stance who was beloved by Cardinals fans and respected by pretty much everyone else.

Saturday began with news of Weaver's death at age 82, and by the end of the night Musial had died, too, leaving baseball to reflect on two distinguished careers rich in contrasts.

"Earl was well known for being one of the game's most colorful characters with a memorable wit, but he was also amongst its most loyal," Commissioner Bud Selig said.

Selig later released a statement after Musial's death at age 92.

"Stan's life embodies baseball's unparalleled history and why this game is the national pastime. As remarkable as 'Stan the Man' was on the field, he was a true gentleman in life," Selig said.

A three-time MVP and seven-time National League batting champion, Musial helped the Cardinals win three World Series championships in the 1940s. His popularity in St. Louis can be measured by the not one, but two statues that stand in his honor outside Busch Stadium. After his death Saturday, Cardinals of more recent vintage began offering condolences almost immediately.

"Sad to hear about Stan the Man, it's an honor to wear the same uniform," said a message posted on the Twitter account of Cardinals outfielder Matt Holliday.

Albert Pujols, who led St. Louis to World Series titles in 2006 and 2011 before leaving as a free agent before last season, offered prayers for Musial's family via Twitter.

"I will cherish my friendship with Stan for as long as I live," said a message posted on Pujols' site. "Rest in Peace."

Weaver was born in St. Louis, but his greatest success came as a manager in Baltimore. He took the Orioles to the World Series four times, winning one title in 1970.

Never a fan of small-ball strategies like bunting and stealing bases, Weaver preferred to wait for a three-run homer, always hoping for a big inning that could break the game open.

"No one managed a ballclub or pitching staff better than Earl," said Davey Johnson, who played under Weaver with the Orioles.

Johnson now manages the Washington Nationals and ran the Orioles from 1996-97.

"He was decades ahead of his time," Johnson said. "Not a game goes by that I don't draw on something Earl did or said. I will miss him every day."

While Musial could let his bat do the talking, Weaver was more than willing to shout to be heard. His salty-tongued arguing with umpires will live on through YouTube, and Orioles programs sold at the old Memorial Stadium frequently featured photos of Weaver squabbling.

Former umpire Don Denkinger remembered a game in which the manager disputed a call with Larry McCoy at the plate.

"Earl tells us, 'Now I'm gonna show you how stupid you all are.' Earl goes down to first base and ejects the first base umpire. Then he goes to second base and ejects the second base umpire. I'm working third base and now he comes down and ejects me," Denkinger said.

Musial was a quieter type who spent his career far removed from the bright lights of places like New York and Boston. But his hitting exploits were certainly on par with contemporaries Joe DiMaggio and Ted Williams.

"I knew Stan very well. He used to take care of me at All-Star games, 24 of them," Hall of Famer Willie Mays said. "He was a true gentleman who understood the race thing and did all he could. Again, a true gentleman on and off the field ? I never heard anybody say a bad word about him, ever."

Dave Anderson of The New York Times recalled growing up in Brooklyn, rooting for Musial. Those Dodgers crowds helped give Musial his nickname, Stan the Man.

"I thought he was going to knock the fence down in Brooklyn, he'd hit it so often," Anderson said.

Musial did it despite an odd left-handed stance ? with his legs and knees close together, he would cock the bat near his ear and twist his body away from the pitcher before uncoiling when the ball came.

If that was a lasting snapshot of Musial, the images of Weaver will stay just as fresh ? the feisty manager, perhaps with his hat turned backward, looking up at an umpire and screaming at him before kicking dirt somewhere and finally leaving the field.

None of those histrionics should obscure the fact that in the end, Weaver often had the last laugh ? to the tune of a .583 career winning percentage.

"When you discuss our game's motivational masters, Earl is a part of that conversation," Hall of Fame President Jeff Idelson said. "He was a proven leader in the dugout and loved being a Hall of Famer. Though small in stature, he was a giant as a manager."

George Archibald is fondly known as ?The Man who Dances with Cranes.? After helping to found the International Crane Foundation?in Baraboo Wis., in 1973, Dr. Archibald earned his reputation for innovative captive breeding through his work with a young whooping crane named Tex in the late 70s.

Tex, who? was born in a zoo, had an irreversible identification with humans and showed no interest in her own endangered species. To persuade this rare bird to lay an egg, Dr. Archibald spent every day over the course of? four springs creating a pair bond with Tex, dancing with her? when she displayed and staying close to her throughout the day.? With the help of artificial insemination and her human bond, Tex laid a fertile egg in 1981.

On Thursday, Dr. Archibald was honored by the National Audubon Society??at the Plaza Hotel in New York as the first recipient of the group?s $100,000 Dan W. Lufkin Prize for Environmental Leadership.

Recently we spoke with? him about his continuing love affair with cranes and his foundation?s conservation efforts around the world. Following are excerpts, edited for brevity and clarity.

Q.

You have devoted your life to the conservation of cranes, but why cranes? What is their fascination for you?

A.

Well, for as long as I can remember, I?ve always been drawn to birds and cranes as sort of like super-birds. They are just magnificent, almost magical birds. They are the tallest flying birds in the world and have complicated and beautiful behaviors ? they dance and duet and have all kinds of vocal and visual languages in ways that seem to be human-like. They are devoted to a single mate for life and?rear just one or two chicks at a time. Because of this and other factors, they are also one of the most endangered groups of birds.

Q.

What are the top threats to crane survival?

A.

One of the biggest threats to cranes is the decline of wetlands around the world. Wetlands are drained to make more agricultural land or to accommodate expanding cities. In China, for example, there are plans to dam?the outflow of? the country?s biggest lake, Lake Poyang.?

During the summer monsoons, the lake fills with water, but in the winter the water levels fall, creating a mosaic of mud flats and ponds and grasslands, and the aquatic birds ? cranes, geese, swans, storks, hornbills ? they come in the hundreds of thousands. The dam would keep 19 meters of water [62 feet] in the lake year round and destroy the bird?s habitat.

And this is all exacerbated by climate change, which has led to new and irregular precipitation patterns. Even undisturbed wetlands are threatened by dwindling streams and receding flood plains.

In the Middle East, especially Afghanistan and Pakistan, there is still a lot of uncontrolled sport hunting of cranes. And all over Africa, the most endangered species of crane, the crowned crane, is being trapped and sold to wealthy customers in the Middle East and China.

Crowned cranes are the cranes with that big, flamboyant headdress of feathers. They are the national bird of Uganda, but their numbers have declined by eighty percent there because of this trade.

Q.

What international crane conservation projects are you involved in right now?

A.

Right now. I?m working a lot in North Korea. There used to be a lot of cranes in North Korea, but during the food shortages of the 1990s, they all left and showed up at the D.M.Z. [demilitarized zone] between North and South Korea. But now there is a lot of development in South Korea, so we are trying to prepare a place for them to return to in North Korea. I go there every year ? as a Canadian, I can get a visa and go in through Beijing.

Our project site is on the coast, this huge valley known as the Ambyon Plain. We are helping local people to develop organic farming techniques to increase their food production and restoring wetlands by flooding the rice fields after the harvest. All the aquatic life in the mud comes alive when the fields are flooded, a feast of snails and mud fish for the cranes.

We have a pair of decoy captive red-crowned cranes that are in a big fenced area in the middle of the valley, and they call the wild birds down as they fly south from the breeding grounds.? There are less then 3,000 red-crowned cranes in the world, so any addition to their habitat and range is huge.

Q.

Do you have a favorite species of crane?

A.

Whatever crane I am looking at. I don?t even mean that facetiously.

Q.

And your most memorable interaction with a crane?

A.

Once, when I was in Bhutan,? there was a very young crane that wandered away from its parents and joined a different group of cranes. Those cranes had decided to fly over the mountains and began circling and circling so they could get over this very high range. The parents of the little crane watched the scene.

The male crane then took off and flew like an arrow toward the flock of other cranes, calling to his mate on the ground, who remained with the other chick. The father crane went into the ascending flock and got his chick back. The family was reunited. I was just so touched by that devotion. Also, there is nothing quite like seeing cranes flying over the tops of the Himalayas. I?m just dumbstruck by it, and we still don?t even know how they do it with so little oxygen up there.

I was also very touched by a crane who lost its mate in the D.M.Z. and refused to leave the dead bird?s side even though there was no food and the bird was getting weaker and weaker. That bird was rescued by soldiers, nursed back to health and eventually released back in Siberia on the breeding grounds. But I will never forget that bird mourning its mate.

Q.

Is there any part of the world that you long to visit to see cranes?

A.

Absolutely. I?m not done yet. Every day I read about this war that has broken out in Mali. One of the world?s greatest wetlands is in that region, the Inner Niger Delta. It?s a huge flood plain of the Niger River with spectacular aquatic birds.

I?d also love to go to southern Sudan, to the Sudd,? the upper region of the White Nile River, which originates in Lake Victoria. This region has been unstable for years, but someday I would like to go and see how the cranes are faring. Conflict doesn?t usually bode well for wildlife. Unless of course there is the creation of a D.M.Z.!

Q.

Do you see a role for cranes internationally?

A.

Cranes are ambassadors for the world?s wetlands. Everyone who loves cranes ? and there are so many crane lovers around the world ?? understands that in order to save the cranes, we must save their homes.? So many other species are thus saved by saving wetlands.

They are also ambassadors for international good will. Scientists from North Korea want to work with scientists from South Korea on crane conservation. Cranes create unlikely allies, and I think can bring out the best in people.

Soot: Public enemy No. 2 in climate fight

Scientists say cutting back on emissions from diesel engines could slow global warming quickly.

?A quick hit way to slow the pace of global warming may be to tackle soot emissions from things such as diesel cars and coal-burning cookstoves, according to a new study that finds the black carbon these devices emit is the second-biggest contributor to global climate change.

All told, soot has about two-thirds the effect on warming as the best-known greenhouse gas, carbon dioxide. The findings push methane, which is emitted by everything from belching cattle to fracking operations, from the No. 2 spot.

Soot, also known as black carbon, has an atmospheric half-life of just a few days, unlike the century-long staying power of carbon dioxide. That suggests that efforts to curb black-carbon emissions could have an immediate impact on warming.


While the finding is no excuse to continue efforts to curb carbon dioxide emissions, "we have a potential for slowing warming by doing black carbon mitigation as well," Sarah Doherty, an atmospheric scientist at the University of Washington, told NBC News.

Doherty is one of four lead authors of a four-year study that resulted in the 232-page report published Tuesday in the Journal of Geophysical Research ? Atmospheres. The report?provides a comprehensive assessment of black carbon?s climate impact.

Even before they did their analysis, the researchers knew that soot probably played a significant role in the process of global warming. But they were surprised to find that black carbon's contribution is twice as large as reported by the Intergovernmental Panel on Climate Change in its 2007 assessment.

"It was not the result that we expected," Doherty said.

Black carbon affects the global climate through myriad mechanisms. It absorbs sunlight, leading to atmospheric warming. Particles of the stuff can change the properties of clouds, making them less reflective.

"Then there is black carbon getting deposited on the snow and ice and making it darker so it absorbs more sunlight. It warms the surface of the earth, and it also produces earlier snowmelt," Doherty explained.

The team accounted for all of these effects ??as well as the fact that sources of black carbon such as burning forests also emit aerosols, which reflect sunlight and have a cooling effect. In other words, the emissions from some sources cancel each other out, at least over the short term.

For anyone concerned with slowing climate change, the goal is to identify which sources of black carbon to target in order to gain the most bang for the buck. According to the analysis, those sources are "diesel engines and burning of wood and coal for domestic purposes, like for cooking," Doherty said.

New standards in place in the U.S. and Europe have already ushered in clean-burning diesel cars and trucks. Rolling out the technology to the developing world could have a large impact on soot emissions.?

Cleaner-burning cookstove technology is available as well. It becomes a matter of cultures being able to afford and willing to embrace the change, Doherty explained. Doing so also has a side benefit of improved health, which could strengthen the case for spending the money on programs to promote cleaner-burning stoves.

But none of this, she stressed, should be approached at the expense of efforts to curb emissions of other greenhouse gases, notably carbon dioxide. She likens it to treating patients whose chronic boozing causes liver failure ??and finding out they also eat fast food at every meal, which is also bad for the liver.

"You would never say to them, 'Well, stop eating fast food, but you can keep on drinking for a while, and once you've gotten that fast food out of your system, then you can worry about cutting back on your drinking," she said. "You wouldn't do that."

Cats take on owners' habits ? good and bad

Cats really do become part of our families, to the point that they take on human habits ? good and bad ? and adapt their lifestyle with that of their owners, says new research.

The finding shows how profoundly captivity can affect certain animals. While genetics help to explain some aspects of personality and behavior, an individual's environment clearly is a factor too.

"Our findings underline the high influence of human presence and care on the amount of activity and daily rhythm in cats," concluded Giuseppe Piccione and colleagues of the University of Messina's Faculty of Veterinary Medicine.

For the Journal of Veterinary Behavior study, the researchers studied two groups of cats. Each group received excellent care, in terms of food, medical attention and grooming. The owners of all the cats worked during the day and returned home in the evenings.

The first group of cats, however, lived in smaller homes and stayed closer to their owners. The second group lived more of an indoor/outdoor lifestyle on larger property. These cats were also kept outside at night.

Over time, the cats in the first group mirrored the lives of their owners. Their eating, activity and sleeping patterns were very similar. The cats left out at night became more nocturnal, matching the behaviors of semi-dependent farm cats with more feral ways.

"Cats are intelligent animals with a long memory," Jane Brunt, DVM, and the executive director of the CATalyst Council, told Discovery News.

"They watch and learn from us, (noting) the patterns of our actions, as evidenced by knowing where their food is kept and what time to expect to be fed, how to open the cupboard door that's been improperly closed and where their feeding and toileting areas are."

Cats Do Roam, Tracking Shows

Piccione pointed out that cats' food intake is associated with that of owners, perhaps explaining why human and cat obesity rates seem to so often match. Cats may even match their elimination patterns with those of their owners.

"It's always interesting when I hear about people who have the litterbox in their bathroom and the cat uses it when the owner is on the toilet," Brunt, a past president of the American Association of Feline Practitioners, said.

Another recent study, published in Applied Animal Behavior Science, looked at personality in cats. Many of the primary traits ? arrogant, social, shy, trusting, aggressive, calm, timid, excitable, dominant and curious ? apply to humans as well.

Authors Marieke Cassia Gartner and Alexander Weiss of The University of Edinburgh believe that the environment in which a feline lives "is one possible explanation for the variance in results in the domestic cat, as personality may not be completely comprised of genetic makeup."

Humans even serve as role models for their cats.

"While it's commonly thought that cats are solitary and aloof and can take care of themselves, studies have shown that cats are social animals and when people are their main social group, it's important for owners to understand that they are the role model and we have to encourage their activities with proper play/prey techniques," Brunt explained, adding that when owners take time to play with their cats, the felines are more motivated to stay active.

While it's now known that owners greatly influence their cats, the reverse is true as well. Cats can influence that habits and lifestyle of their owners. Brunt said that we often adjust our schedules to fit theirs, such as getting up earlier and responding to their needs.

"I also think we can learn a lot from cats," she added. "When they sit on our lap softly purring with rhythmic breathing and half-closed eyes, the sense of serenity and calm that comes over us is like a private lesson in inner peace and meditation."
